What we hear from councils

Challenges we see

A campaign with a fixed date

An initiative is announced and the website, registration forms and social plan must be ready on time. The corporate web team is usually busy with the main council site.

Sites that go stale

Campaign microsites that need an outside agency for every change stop being updated. Your team needs to edit events, news and registration details itself.

Staff using AI without guidance

Staff are already testing ChatGPT, Microsoft Copilot and Gemini. Without a shared policy, nobody is sure what can be typed in, which tools are approved or how to check the output.

Accessibility and supplier questions

Public sector websites are expected to meet accessibility standards and publish an accessibility statement. Suppliers are asked about accessibility, data protection and scope before an order is raised.

Services and fixed-scope offers

How we help

Each offer has a defined scope and written deliverables, which suits a request for quotes. Fixed scope, ask for a quote.

Websites

A WordPress and Elementor site as the hub of your campaign, Gravity Forms registration for individuals and groups, and a handover so your team can update it.

Training

A half or full day, on site or online, with attendance records, an AI use policy template and role-based follow-up for your staff.

Accessibility

Scoping a campaign, a website or staff training? Book a free 30-minute call with Philip to talk through the brief before you request quotes.

Support

Monthly updates, backups, security and uptime monitoring, plus time for small changes, so a campaign site stays safe and current after launch.

Procurement and compliance notes

  • Procurement: we reply to a request for quotes with a written scope, deliverables, timeline and fixed quote, and answer accessibility and data protection questions in writing.
  • Accessibility: public sector websites are expected to meet WCAG and publish an accessibility statement. If a project includes online booking or payments, ask your adviser whether the European Accessibility Act (in force in Ireland since 28 June 2025, S.I. No. 636 of 2023) also applies.
  • AI literacy: Article 4 of the EU AI Act (applying since 2 February 2025, amended in 2026) expects organisations that use AI to take measures to support their staff’s AI literacy. Our AI literacy training includes attendance records and a policy template.
  • Local Enterprise Offices: we already deliver mentoring and training for LEOs.

Titan Digital provides training and technical support, not legal advice.

Common questions from councils

Can you work within our procurement process?

Yes. Send us your request for quotes or tender documents. You will get a written scope, deliverables, timings and a fixed quote, with written answers on accessibility and data protection.

Can our own staff update the campaign site after launch?

Yes, and we build for that from the start. The Leitrim Gathering site was set up so the council could update it itself, and we train your editors at handover.

How do you handle personal data on registration forms?

We collect only what the campaign needs and agree consent wording with your data protection officer. We also document where submissions are stored and who can see them.

Do you run AI training on site?

Yes. The Team AI Literacy Workshop runs on site or online, as a half or full day, using tools your staff already have, such as Microsoft Copilot. It includes attendance records and a policy template your team can adapt.

What do you need from us to start?

A named contact, the campaign or training brief, any fixed dates and your brand guidelines. If there is a tender document or supplier questionnaire, send it at the start so our scope matches it.

Do you work with Local Enterprise Offices outside Dublin?

Yes. Philip Weldon mentors for LEO Mayo, LEO Meath, LEO Monaghan and LEO Dún Laoghaire-Rathdown as well as LEO Dublin City, giving one-to-one support to owner-managed businesses.

Can you give us legal advice on the AI Act or accessibility law?

No. We provide training, technical work and documentation that support compliance. For legal interpretation, talk to your legal adviser.
